You have active malware, restarting just completely installed it. Go into safe mode with networking, and
install, and run a full scan with MBAM. Get into safe mode by restarting, and hitting F8 key repeatedly.

You will probably have to uninstall Vipre as it has been attacked by the malware.Once the PC i clean, reinstall it or one of the good free alternatives like MSE http://www.microsoft.com/en-gb/security_essentials/default.aspx

Download free malwarebytes antimalware (MBAM). Install and update it.

Download free Microsoft safety scanner (You don’t need to install this)
    http://www.microsoft.com/security/scanner/en-us/default.aspx

    Reboot into Safe Mode.

    Here’s how for XP: http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/boot_failsafe.mspx?mfr=true

    Here’s how for Vista: http://windows.microsoft.com/en-GB/windows-vista/Start-your-computer-in-safe-mode

    Here’s how for Windows 7: http://windows.microsoft.com/en-US/windows7/Start-your-computer-in-safe-mode

Run a full scan of MBAM… this may take a few hours and delete everything it finds

Then run a full scan of the Microsoft safety Scanner you downloaded (it doesn’t need installing)… this might take a long time too.

Reboot and hopefully your PC will be clear of whatever malware you’ve picked up.

Turn system restore back on again. Good luck :o )

Turn off the computer. Turn it back on and start pressing F8 over and over until you see a menu. Choose safe mode with networking. Log in and go to :

near the bottom you will see the link to the VIPRE removal tool. Run it and reboot. You should be good after that. Corrupt AV’s are a common problem.
